Organizational Structure

The Zanesville-Muskingum County Health Department is governed by a seven member Board of Health. The Health Commissioner is the Chief Executive Officer and also serves as Secretary of the Board.

Environmental Health is the regulatory branch of the department responsible for managing environmental programs to protect the publics health. Some of these programs include food service licensing and inspection, sewage system permits and inspection, plumbing inspection and plan approval, private water system permits and inspection, mobile home park licensing and inspection, public swimming pools and spas licensing and inspection, and school inspection.

Public Health Nursing is responsible for promoting health and preventing illness in the community. The services include: immunizations, school health nursing, BCMH (assists children with special health care needs), disease monitoring and outbreak investigation, and senior health screening.

Public Health Nursing also oversees the following programs: Help Me Grow and WIC (Women, Infants & Children).

Help Me Grow services include home-based parenting education for first-time parents; service coordination for families with children under three (3) with developmental delays or diagnosed medical conditions; and information, support, encouragement and referrals to other agencies as needed.

WIC (Women, Infants & Children) services include nutrition screening, education and counseling; vouchers to use at major grocery stores for nutritious foods; referral to health & social service providers; breastfeeding education & support; and coupons to use at Farmers Markets for nutritious foods.  

Administration is the administrative branch of the department responsible for Birth and Death Records, Community Health Promotion and Planning, finance, human resources and public information.
