What is Project Dawn?

Project Dawn (Deaths Avoided with Naloxone) is an overdose education and naloxone distribution program. Participants learn how to:

  • Recognize the signs and symptoms of an overdose.
  • Make an emergency 9-1-1 call.
  • Perform rescue breathing.
  • Administer Narcan (naloxone) to someone experiencing an opioid overdose.

Project DAWN is named in memory of Leslie Dawn Cooper, who struggled with substance use disorder for many years before dying from a witnessed opioid overdose on Oct. 3, 2009.  The first Project DAWN site was established in Leslie’s hometown of Portsmouth, Ohio, in 2012. Since then, Project DAWN has expanded to a collective of more than 380 naloxone distribution sites that cover around 77 of Ohio’s 88 counties.

Safe Point

A Bloodborne Infectious Disease Prevention Program

  • The Safe Point program provides clean needles and education about the risks of sharing needles to reduce disease.  The goal of the program is to reduce the risk of contracting Hepatitis and HIV.
  • Clean needles are a way to educate participants and encourage them to seek treatment  and/or assist them in navigating the medical or mental health systems during their road to recovery.
  • No local tax dollars are used to purchase needles.
  • The program is held on Thursdays, 12:00-4:00 pm. Vaccinations, links to housing and employment may be provided during interactions.
  • Through this program, staff is building relationships that allow us to understand how addiction is impacting this community. Used needles are being disposed of safely and appropriately, participants are being vaccinated, and educated on disease prevention.
